A RESOLUTION SUPPORTING THE POSTPONEMENT
OF THE SK POLLS FOR REFORM
Whereas, the barangay and Sangguniang Kabataan (SK) elections will be held on the 28th of October, without the needed and necessary reforms that could result to a more effective and efficient SK in place.
Whereas, the National Anti-Poverty Commission – Youth and Students Sectoral Council (NAPC-YSS), together with the SK Reform Coalition, has conducted consultations and consolidation on SK reform measures. Consequently, the council has adopted a resolution and proposed legislation for the reform of the SK.
Whereas, several stakeholders and legislators are currently pushing for the abolition of the SK. This call does not address the issues and would restrict meaningful youth participation in governance.
- NAPC-YSS reiterates its strong position against the abolition of the SK.
- NAPC-YSS reiterates its call for the passage of SK Reform measures.
Most importantly, NAPC-YSS supports the postponement of SK Elections for 1 year to ensure that reform measures are institutionalized. We also express the position that incumbent SK officials shall serve in hold-over capacity for the said period.
